Boise "no prosecutions without adequate indoor shelter" option. Police can then more openly use the Sleeping/Camping Ban (MC 6.36)--its latest version being the Camping Services and Standards Ordinance [CSSO]. The police "hide out or get out" policy makes visible homelessness (while sleeping or resting) a crime. The "copspots" set up to facilitate this police strategy are 10 shelter spaces reserved up at the Overlook or Armory encampments and claiming those who don't take them are "service resistant" and so no longer protected by that ruling. The City will also likely claim in subsequent lawsuits that it has offered acceptable shelter.
